The House of Culture stands as a testament to the city's vibrant history and commitment to cultural preservation. Originally constructed in 1938 as a meat market, the building soon found new purpose in 1939. Its architecture reflects the Art Deco style, which was popular during that era, characterized by bold geometric shapes and intricate details. Over the years, the structure evolved to meet the needs of the community, transitioning into various roles that mirrored the changing landscape of Limón.

In the 1960s, the center of the building transformed into El Oasis Restaurant, a bustling hotspot for seamen arriving at the port. Opened by Rubén Acon León, who also lived on the second floor, the restaurant featured a large dance floor, bar, and dining area. El Oasis became a social hub, drawing locals and visitors alike to enjoy its lively atmosphere. Its presence marked an era of community gathering and celebration, cementing the building's importance in Limón's social fabric.

By the mid-1980s, the Costa Rican government took over the building with a vision to create a space dedicated to the arts and culture. It was renovated and repurposed as the Uman Popular Theater and House of Culture. During the transformation, the second floor was demolished to make room for theater stage equipment and seating, providing a venue for artistic performances and community events.
